On Economy, State House Is All Talk, No Action

What is it with Democrats and summits on the economy? Days before White House jobs summit, the state House held its own summit on the economy. As The Providence Journal reported, the event generated plenty of ideas, but it is unclear what action will be taken. More to the point, like Obama, it seems the Democratic legislators have this whole process backwards. Why didn’t they hold the summit before their legislative session in October?

Meanwhile, at least Gov. Carcieri is taking some action. As The Journal reported earlier this week, his administration has a plan that “would dramatically alter” the state tax system, by eliminating the corporate, sales, or income tax, and instituting a new tax, known as the net receipts tax.
